[j-nsp] junos downgrade

Downgrade is normaly no problem.

You can use the Jbundle if you downgrade inside a major release like 7.6
to 7.4.
If you need to downgrade from 7.6 to 6.4 then you need a Jinstall.

A "req sys soft add" will check the config, if you have features enabled
the are not supported in software you will get an error message.
