[j-nsp] J2300 | T1 vs E1

Adding additional information. It seems that the T1/E1 interface is the
same card physically, but its programmed at time of manufacture with an
ID (IC2 code) that makes it either one, or the other. This ID is not
something that is supposed to be changed by the end-user.
