Bugs happen. I've seen Juniper GE ports stay linked/green even though 
nothing is plugged into them, real pain in the #$%^(*& if they happen to 
be members of an ae trunk and aren't doing lacp (because of course you 
need fpc-e's for that :P).

If you can, try power cycling the pic in question (request chassis pic 
fpc-slot # pic-slot offline, online, blah blah blah).
