[j-nsp] disappearing backup-router under 7.4?

I have a very simple base config on an M20 with 7.4R1.4

It just has one group for re0 which contains a management IP address and
backup-router.  The backup router is on the same LAN as the management
interface.  The re0 group is activated, the root user has a password, and
ssh is activated.  That's the entire config.

When I reboot the RE, the backup-router works.  By the time I walk out of
my co-lo and try to hit the RE remotely, it has no more default route.  It 
can only be reached from directly-connected devices.  I walk back to the co-lo
and netstat -r shows a default route that is not associated with a next hop or
gateway.  I reboot the RE again and the default route works once more, for a
short while.

Am I losing my mind????  Or just missing something really simple?
