[j-nsp] Offlist: Missing route in routing-instance

I tried and found that the traffic did not reaching the destination
(nothing on 2.81 tcpdump).

I can commit the config and commit check report no problem but looking
at the filter gives :

term to-surfprotect {
    [...]
    then {
        routing-instance to-surfprotect-web-return; ##
'to-surfprotect-web-return' is not defined
    }
}

Does not look good :(
