ethernet-ccc is for a "port mode" Martini tunnel which will basically
carry *anything* that arrives at the router interface, whether it is
802.1q tagged or something else.

If you want the *router* to enforce the VLAN tag(s) carried in the
Martini tunnel you need to configure a 802.1q subinterface with the
desired vlan-id, and use vlan-ccc encapsulation on the subinterface.
