Jared,

 The issue is present transiting both devices.

There are no filters on either m40, the issue appeared out of nowhere...

Are you seeing this issue only when sourcing the icmp traffic from the
router (i.e. do you also see this behavior when the traffic is
transiting both devices?)?  Do you have any filter's in place on either
of these two M40s (lo0 filters or for the interfaces that connect the
two)?  If so, what do the filters look like?  Also, what version are you
running?
