[j-nsp] IQ PIC on M40

I just upgraded to the E-FPC and RE 2.0, so the IQ PIC should work in 
this setup.

Does anyone have a source to purchase one P-4CHDS3-QPP?  I have spoken 
with numerous resellers in the US, and nobody has one available.
