Almost anything you do with MPLS will require at least two labels. For
instance MPLS VPN (RFC 2547 & friends) requires an inner VPN label and
an outer transport label. Both Martini tunnels and VPLS also need two
labels under normal circumstances.

If you do more "interesting" things like for instance link protection,
you will need an extra label, for a total of three, while the bypass
(protection) circuit is being used.
