Of course it does ARP, otherwise it would be useless.

What Juniper calls "MAC learning" is maybe somewhat confusing - but
it means you can't use this PIC to perform MAC based accounting, for
instance (as you might do for a router connected to an IX). There are
also various other features that depend on this "MAC learning" which
don't work on the 10 port GigE PIC, for instance VPLS.
