I don't have a box by me, but I believe amber is when the actual link is good, but L-1 (timeslots) or L-2 (encaps) could be misconfigured.  Or the amber light could be unidirectional link.  Those with routers by their desks could verify it.

I have a Juniper m10i and I just notcied that the status light on the
pic is amber.  Is this normal?  I don't remember it being amber.  I did
a show system alarms and didn't see any alarms.
