Because it is using / (root) partition instead of /var partition.
You may have to download the file to /var directory somewhere.
Also, because you are upgrading from JUNOS 4.x to 7.x, you have to
consider several options.
If you want to keep the configuration, you can not upgrade to 7.x
directly.
You have to upgrade to 5.x , then 6.x , again then 7.x
Because it will check the configuration version because of difference in
main release, which is 4 from 4.x.
If you don't care about configuration saved, it will be much easier to use
flash disk for upgrade.

I'm getting started with one M20, and I'm trying upgrade from the
Junos 4.0R1 to 7, but it fail, because the file system is full?? but
how?? the HD have 8Gb of size?? Any Idea?¿?
