[j-nsp] How is Accounting-On and Accounting-Off generated inERX1440 or E320?

Would E320/ERX1440 sent Acct_Off when it manually
rebooted ?
or Will it really happen when a E320 reboot ? How
could it know those sessions before rebooting ?
