[j-nsp] Multicast on VPN MPLS

I know there is a problem with auto-rp, as it will not work with logical
routers (PR 76129).  But I'm not sure about any other multicast limitations
on logical routers.  As far as VPN and MPLS I have a lab where I use 4
logical routers to create a VPN and it works fine.
