[j-nsp] Verizon Outage & Network Virginia

Looks like there was a cut in the primary fiber line going through
Relay, MD on the 15th. And before they could get it fixed, on the 17th
the backup fiber path was cut accidentally by CTX. At least, that's
what it seems like piecing together a few different bits of info.
