I believe this kind of card is able to run only at 100Mbps full or half.

Saying that the PE-12FE-TX is the only able to run at 10M or 100M
I have already had the same problem as you.
If you have some M7i with integral FE interfaces you will be able to run
at 10M on these integrated interfaces.
