[j-nsp] atastandbyarmset & smartd

Adaptive Standby periodically puts the hard drive to "sleep" for
several minutes, buffering I/O activity in the kernel.  Without 
this sleep time, the hard drive (and therefore the entire Routing
Engine) could fail prematurely.
