Irwan,
Please open a case with JTAC on this. FEB 3 could be defective and hence
IPC connection from Chassis to FEB would have been dropped. However,
logs would be needed to figure out the actual root cause.
Please open up a case with following initial info.
-show log messages
-show log chassid
-request support information.

This assumes JunOS 9.0. You probably want to choose the
exact JunOS release you are running.

i have installed a line module and the proper ioa which is a
half-height
the thing is that when i installed it on the bottom with nothing on top
it
was in inactive state.but when i installed it on top it was online.
Anyone knows why is this happening???

The M7i PIC are not compatible with the M120 (not the same size)
You can read in the datasheet:
M5, M7i, M10, and M10i PICs are interchangeable
on an other hand
Most M40e, M120, M160, and M320 PICs are interchangeable
