For just simple config backup and notification, I'd still go with
RANCID.  The IPSM above is good for more than just config backups, but
comes with a hefty price, depending on how many routers, types of
routers, and management functions you wish the software to perform.  I'm
sure it's a great product, but overkill if all you want is to backup the
configurations of a few routers.
