[j-nsp] Traffic statistics explanation

[Sreenivas Naidu]

0 bps indicates that at the time of polling for the stats there is no
traffic received on this port. This is obvious from the fact that the
link is down.  You will see some value other than zero for bps when u
have continuous traffic running on this interface.
