[j-nsp] Only user login class super-user can execute reboot on Junos 8.5R3.4

Dear All,
I have plan to upgrade all my router on Junos 8.5R3.4 because of issue using
interface Sonet SFP can work correctly minimal on that version.

I ever upgraded to that version with no-validate options ( it's not
recomended) my user login not as class super-user can execute reboot system
after done upgrade.

but something wrong if I upgrade using intermediate upgrade ( upgrade to
Junos 8.4R.3.4 first before upgrade to Junos 8.5R3.4 with validate options),
at first if I do reboot on junos 8.4R3.4 is no problem, but when I do reboot
on Junos 8.5R3.4 is problem, my user login can not execute reboot.

Have you had any experience about that?
