Note that some Ethernet interfaces behave differently with this 
regard, I think this depends on whether the Ethernet PIC operates in 
cut-through mode or not.

Since 9.0, there has been a "ignore-l3-incompletes" toggle under 
fast/gigether-options where you can disable the l3 incomplete 
incrementing completely.  Unfortunately it's not possible to tell 
apart real incomplete frames from incorrectly reported ones so it's 
all or nothing.
