[j-nsp] No-concatenate of a STM16 using dark fibre?

Hi!

I'm trying to un-concatenate an STM16 - STM16 interfaces into 4xSTM4
links on a dark fiber link, however I simply can't get the links to
come up in either SDH or SONET modes.

lab at xxx-cre1-re0> show interfaces so-1/1/0:0

I've tried:
 - Changing the framing mode to SDH on both ends
 - Clocking (should be internal on both ends, but tried anyway)
 - FCS to 16

If I concatenate the link, it comes up immediately (even double
checked with the path trace). What I find strange is that this is
something we do in a production environment with STM-4's, however this
has transmission gear in between.

Any thoughts?
