This one was annoying me for a while too.  Whenever the link to your  
ISP bounces, ScreenOS will "helpfully" update your DHCP server with  
the DNS learned on any PPP interfaces.  Presumably you have multiple  
of these and link 3 goes up and down a lot.  The fix is:

unset pppoa name "ppp-service-name" update-dhcpserver

You'll probably need to do this on all three interfaces.
