Your SE and account manager should be the primary contact.

They will generally pass your requests along, but whether 
(and when) the developers can incorporate the enhancements 
is a different issue (in case it's not already in the 
pipeline, that is).

If you have enough folk asking for the very same feature, it 
will move up the priority list.

If you have a deal worth millions of US$ at stake, and this 
particular feature decided whether you went with Juniper or 
their competitor(s), someone is bound to "take a second 
look".

As a friend of mine always says, "vote with your money".
