Generally speaking, yes, you have to install BRAS license. 
However, you can configure and even use BRAS features (in a very limited 
way, just up to 10 pppoe sessions, useful for testing, but not in real life) 
without installing license (at least at ERX-310, not tested with E320).  

Yet another interesting feature: BRAS license for 4k users allows 
you to run not 4000 subscribers, but 4196..
