Because JUNOS allows you to provide your own zone definition
file.  If you look at the context-sensitive help text, you
will notice that, in addition to all the predefined values,
there is a free-format value as well:

	[edit]
	lab at bananas-re0# set system time-zone ?
	Possible completions:
	  <time-zone>          Time zone name or POSIX-compliant time
zone string
	  Africa/Abidjan       
	  Africa/Accra         
	  Africa/Addis_Ababa
