[j-nsp] ex4200 throughput trouble on 10GE interface

what JunOS version do you use? On EX3200/4200, everything above 9.3 is not
recommended upto now AFAIK, and even for 9.3, the last service release (9.3S1.6)
should be used in favor to the regular releases. Haven't heard any experiences
yet regarding the brand new 9.3S4.1, but PSN-2009-07-461 reads as if it may help
the one or other.
