[j-nsp] Build a GRE tunnel on VRRP routers

GRE keepalives are not supported.
You'd need to use some dynamic protocol , OSPF for instance, and build 
GRE tunnels based on the dynamically learned addresses (loopback for 
instance), if you want to achieve some sort of dynamic GRE tunnel.
