It can be either normal clear channel STM1 (POS) interface or a channelized
STM1 configured to act as clear-channel STM1. The provider has to configure
only one point-to-point link and add rate limit at their convenience.

However, if they enforce the setup with separate E1 channels that's a
separate story, but then both of you have to solve the issue of fair load
balancing on those E1 channels and that's quite some challenge to do.

Regarding your customer setup I'd recommend the same thing: configure one
L3 instance on the FE/GE facing the customer and use policers to limit the
traffic going to and from the customers. Modify the policers to accomodate
more or less traffic, based on customer contracts.
