[j-nsp] Need help on C2000 license server startup error

looks like license server is not working in this case ..check the license server status 

user at host> show sae licenses
user at host> show component

hi,

   we have two C2000 used for network access control. The two server form a community in which one act as primary the other act as secondary.

   Today, we noticed secondary server showed somthing abnormal. 
   there show continous error message in sae_error.log, it looks like:

    restarting server from SRC cli command prompt, it shows:

   12:43:21.605 CST 10.11.2009 [main] [Main] [90] Error during start-up : Failed to initialize license manager; stack trace: net.juniper.smgt.sae.componentFactory.ConfigurationException: Failed to initialize license manager
        at net.juniper.smgt.sae.Main.a(Main.java:314)
        at net.juniper.smgt.sae.Main.main(Main.java:163)
Caused by: java.io.IOException: Could not connect to the license directory 127.0.0.1:389
        at net.juniper.smgt.sae.license.LicenseManager.a(LicenseManager.java:291)
        at net.juniper.smgt.sae.license.LicenseManager.(LicenseManager.java:183)
        at net.juniper.smgt.sae.Main.a(Main.java:310)
        ... 1 more


     Without knowing where problem exists, we restart the C2000 from operating system by command "reboot", the system comes up with error like :

  12:59:34.689 CST 10.11.2009 [LicenseServerClient] [LicenseServerClient] [50] Exception: org.omg.CORBA.TRANSIENT


 how could we do with above problem ?
