As far as I remember cacti-spine (poller for Cacti written in C) uses net-snmp 
libraries. 

net-snmp command-line tools (snmpwalk, snmpget) works correctly with
SCU/DCU MIBs, but net-snmp perl libraries have a bug: they didn't handle these 
MIBs correctly. I don't know whether C libraries have also this bug or don't.

In any case, Cacti should work fine if you address counters as OID, not as MIB
variables.
