[j-nsp] SRX DHCP server not in default routing-instance

I thought this referred to IPSEC VPNs, not VRF-based VPNs.....
Moreover, the routing-instance is related with VPNs, but is more than
this...
Also the virtual-router should have its own services (DHCP and more) running
independently.
