[j-nsp] reliable static routing/ip tracking

nope they wouldn't. As I wrote before ... I can't use generated routes
because:
- I am not receiving any dynamic routes from my ISP (the only option is to
have the static default 0/0 with IP tracking turned on). Based on that I
don't have any route from upstream I could have my monitoring based on.
