[j-nsp] ipv6 routing

Is this interface in a routing instance by chance?  If so, you would need to run the command "show ospf neighbor instance blah".  That's the only time I've ever seen the "ospf instance not running" error.

No.  I'm asking only to determine whether OSPF for IPv4 is running at all 
on the same interface or even on other interfaces.
