[j-nsp] FPC shell command to disable the interface Tx laser

I have a lab environment and I want to simulate a fiber cut, but I'm not
able to physically pull the fibers. I know that if the CLI is used to
disable an interface, the code has mechanisms that assist protocol
convergence. I saw a JTAC engineer enter a command from the FPC shell
that cuts the power to the laser of an interface, but I didn't write it
down. Does anyone know how to abruptly shut down an interface like
that?
