[j-nsp] Hi latency in GE interface

Hello ,

I have a juniper m10i  with a GE interface .  Running  junos 8.2 . The
router is connected to an External Router via one GE interface.
But the GE interface is reporting hi latency .  In a normal working the
delay between the two routers is 5 ms.  (the m10i router and other external
router)
But now , in some periods of time the delay gets up to 200ms-300ms.
i dont see any packet loss, but  in the stadistics of the GE interface the
counter

Ingress drop rate at Packet Forwarding Engine  is reporting some bps. ( 300
bps, 200bps, etc )
What the couter means ?

A few months ago i had a similar issue (hi latency ).  In that case the
problem was the througput of the PIC, now im using the PIC with a 700 mbps
full duplex.
