[j-nsp] COS on st0 interface

As far as I know, you can not do any COS on st0 interfaces yet, and I haven't seen a timeframe for when. I've seen mention of using Virtual Channels for this (whatever those are), but I THINK that might be J-series only, and i've never seen a working config of it -- only references on slide decks about the limitation of no COS on st0.
