edit firewall family inet filter
              ^^^^^^^^^^^^

should work. You've always been able to write family inet filters on the
EXes, they just did weird stuff (ranging from nothing to affecting some
transit traffic) when applied to lo0, and apparently that's been fixed
with 9.5
