[j-nsp] Juniper ISIS leak problem

Dear all,
When I do some ISIS lab, I found a interesting question. The topo in
attachment. when i did ISIS Leak on R2 and R3,interesting thing occur. I
check the route on R2,I found the R3's loopback is suboptimum,not go R2-R3
link directly.It go through R4. I found Juniper document,It said Juniper
prefered L1 intra route than L2 intra route.On Cisco device,It doesn't have
this kind problem.Could some guy have some idea to solve this problem on
Juniper device?
