Got bitten by this one a couple of weekends ago, during a big roll-out.

Very counter-intuitive 'fix'.

We had:

set routing-instances blah-vr forwarding-options helpers bootp
interface vlan.600 server 172.13.40.9

We actually needed:

set forwarding-options helpers bootp interface vlan.600 server
172.13.40.9 routing-instance blah-vr
