[j-nsp] logical routers on M10i

I believe configuring "tunnel-services" is only applicable to MX-series DPCs. While you may be able to apply this config to an AS PIC, I don't believe it will provide you with an lt interface. On M/T-series you need a tunnel PIC to provide an lt interface.
