[j-nsp] pfem gets stuck at 100% CPU after commit

Hello,

can someone explain why the pfem process will peg the CPU after
firewall-related commits?

This is an EX4200 stack. The CPU drops back to idle after a few minutes.

I only noticed this because snmpd's counters reset when there is little
CPU to go around, and my 64bit RRD graphs suddenly have peaks of
30Gbps... :P
