What is your config ?
Are you sure you are setting it right, i.e. check the rib

 >set routing-options rib inet6.0 static route 49::/64 discard


 >show route table inet6
inet6.0: 1 destinations, 1 routes (1 active, 0 holddown, 0 hidden)
+ = Active Route, - = Last Active, * = Both

49::/64            *[Static/5] 00:00:07
                       Discard
