[j-nsp] Difference in 9.6 and 10.1

Some feature 10.1 support but 9.6 not supported:
1. LAG
2. LAG in JSRP
3. Many ALG (9.6 only support FTP/TFTP)
4.Static/Source NAT rule number limit (9.6 only support 8 rules per
rule-set)
