[j-nsp] su using radius

Hello,
I've just noticed that in 9.6R1.13 'su' from the shell uses radius,
thus rendering root access on active RE impossible. This would not
happen in 9.2 and 9.5R3.7

I have "authentication-order radius;" in my config, without explicit
reference to password method, since I want that to be used only when
radius servers are dead.

That said, su using radius comes a bit of a surprise. Is this a known
issue, is there some workaround ?
