[j-nsp] EX4200 JunOS Recommendation

We're still running the "last recommended code" which was 10.0S6.1 and
haven't had any issues ... YMMV of course...;)

Haven't read the release notes yet to see what the upgrades resolve that
perhaps we either didn't know about or didn't care about...
