[j-nsp] EX4200: VC "incremental upgrade" ?

>From what I've seen you might be able to upgrade a VC member but once
it reboots with the new and different image it will no longer be part
of the VC.  So yeah, you can kinda do it but it's not much help over
just pulling the member and doing a stand alone upgrade.  The code has
to match on a VC.
