Are you trying to setup TE tunnels between different levels 
across a link?

One problem JUNOS suffers from is the inability to implement 
IGP Shortcuts when CSPF is disabled.

Cisco don't have this problem, and their Autoroute Announce 
feature (the equivalent of IGP Shortcuts) works fine even 
with explicitly-defined LSP's + CSPF turned off.
