PR/456700, bug is celebrating birthday, fix ETA still 11.4
(alias end of 2011, beginning 2012).

Effectively, using IGMP snooping will break IPv6 one way or another on
EX series (due to breaking _some_ IPv6 multicast) - DHCPv6 is another
example.
